Can't convert bridge officers to training manuals

I think this started with the anniversary patch.

Attempting to convert any bridge officer in my main inventory into a training manual gives me an error saying the boff "can't be discarded." For boffs in the recruitment bank the convert to manual button is dimmed out.

This happens for characters with plenty of available inventory slots and nothing in the overflow area.

    I confirm. There is no way to convert bridge officers into manuals.
