I was going to type up a big thing, but a fleet mate of mine @peterconnorfirst has already done the work for me.
I would suggest looking at his build page from the STO League site here. It's an older guide but still pretty up to date, I would just change the Emergency Power to Shields to Emergency Power to Engines and use the DoFF from the Phoenix Box that resets your cooldown on Evasive Maneuvers. I would also omit the Weapon Sensor Enhancer console from the build, it's there for accuracy which I don't feel you need on a MW setup that uses Narrow Sensor Bands Rank III that already provides a +40 accuracy rating. You could also swap the Protomatter Field console for something more DPS related as I am sure Pete now does as well. This post is old, you would also want to use the Discovery Core/Shield instead of the Competitive/Fleet setup but you know that already.
It's mostly there so you can look at the bridge officer layout which is pretty much exactly how I would recommend with the one exception of EPTE over EMPTS. This layout gives you Narrow Sensor Bands and Mixed Armaments which are the core MW DPS skills, while also letting you use Scatter Volley on large groups and Rapid Fire on 'bosses.' If you need more survivability, you could stick a 'tanky' console on there, but mostly you're going to use power to engines/Evasive Maneuvers to stay out of trouble. This layout was made specifically for the Hive Space Elite map, but the BoFF seating is great for any use you could have. If you T6X this ship, I would use the extra console slot for the Lorca Console or the Altmid Swarm Processor if you have it.
Never use 3 Emergency Powers on an A2B build, that just wastes a BoFF spot.
I'd use the all forward cannon build in your first photo.
Not so sure if using Beam Overload is worthwhile though as having Cannon Rapid Fire available seems to come in real handy for reasons Sea covered. I like CRF for pesky critters using feedback pulse as well... just targeting their buddies not using FBP but in the same group works nicely.
Just between you and me I did try Beam Overload myself for a while a few years ago while experimenting with the JHVW. What I'm finding now, more so after using the keybind suggestion from the other thread, is that not many things are still alive after more than 1-2 firing cycles. BO wasn't really adding anything so now the rear Omni just does it's thing for Mixed Armaments Synergy.
Using BO on a front dual beam bank is a good concept, but don't think it'll displace a fifth front facing DHC with respect to damage.

a) why did you start a new thread?
b) I'd probably use CRF instead of BO (so you have it available as an alternative to CSV)
c) With A2B going fully, you are not going to be able to use three EP skills as they are a shared pool. I would replace one of them (probably EPtS)
d) I would go with the 5-cannons version with the omni.
