Trans-warp problem

I always get 30 second trans-warp, and a 1 min cool-down. It doesn't matter if i have a warp-engine that should take 30 secs off the cool down, or should give me a longer trans-warp, or i slot the trans-warp computer console, or put a cool-down in my trans-warp cool-down reduction of my options, or all of them.. No matter what i do, its always 30 seconds trans-warp and 1 minute cool-down. I have noticed that for second it goes to 30 secs, but switches to 1 min right away.

Anyone have any idea why this happens ?...
