Dilithium Fleet Vouchers don't Work

I've recently got 40.000 Fleet Vouchers from Kling Tour of Duty.

Went to the Embassy and couldn't buy BOffs (the window said 0 dilithium, and didn't even show the vouchers)
Went to the Spire, and couldn't buy the Consoles nor the Warp Cores (again, 0 dilithium and no vouchers shown).

What the f*ck ? I can't believe those vouchers are working as intended.
And honestly, it's already frustrating enough the EVERYTHING in this game requires Dilithium -_-

    The fleet dilithium vouchers can only be used to fill the dilithium requirements of fleet projects. They cannot be used as dilithium to purchase fleet gear. This is the way they were intended to work and have always been that way.
