Tilly Holo Boff not useable on all listed characters types

Promotion says useable by all 23c and Federation Captains.

Can not use on Federation 25c toons.

Cant use on non Temporal Agents 23c Federation Toons

Cant use on TOS Temporal Agents toons.

Should be useable on all of those.

I am also having trouble adding her to my crew. Every time I try to Comission her, she refuses. I am Starfleet but I haven't been able to work out which flavour from any menu in game. Regardless, can you ONLY use her if you picked the Discovery thing when you made your charatcer? Because I started playing before that was a thing, this feels rather shidy.
