Reroute shields abilities on bars automatically removed and then added again

Whenever I set up the bars in space for a new ship, I move the reroute power to left/right/forward/rear shields to the most remote bar because I dont use those. Today and yesterday I find several toons who have these abilities on random spots on the bars. Its like they have been removed from the buttons I moved them to and then just added back at random.
Its so annoying when the game adds such abilities back to the bar even when I remove them completely. And its always the same abilities. Reroute shields, command group buff abilities or shield capacitor on warp cores.

I use bars one to five and hide the other bars. I move such abilities to those bars. But yet again just half an hour ago, the game automatically moved the useless abilities to bars one to five.
