Winter Snow Outfit missing from Tailor for Andorians

I was gifted [Outfit Box - Winter Snow Outfit] and it says I already have this outfit, but when I check the tailor, it's not in any of the lists under any category or tabs.

UPDATE: Seems to be an issue for Andorians, particularly. I checked on my Trill toon and her Andorian bridge officers couldn't bring up this outfit either.

    Create -> Uniform -> Off Duty -> Off Duty Jacket Tight -> Off Duty Pants Tight

    I don't believe Boffs can wear off duty items.
