Terran Promo Weapons with launch of Reflections

With the launch of Reflections there was a promo offered with a few Terran Outfits and weapons.
The Terran Empire Sonic Phaser High Density Beam Rifle and the Terran Empire Sonic Phaser Stun Pistol. When you click on the item then click more details both items are leveless that increase with you as you level. I gained the pack when my character was already 65. It says in the decription that you can 'upgrade' these to Mk XII and beyond but there is no upgrade button to do this.
