Temporal Recruit - Some reclaims not working for other Recruit rewards

Spotted the following oddities on a level 25 Vulcan Temporal Recruit:
Delta Recruit - All Story Arc Completed rewards are greyed out and cannot be claimed. (Edit - I was wrong, it's based on level, thanks)
Gamma Recruit - Getting Bonus Salvage reward doesn't grey it out, so can be claimed as many times as you like.

I'm level 65 on my TOS recruit and claiming the salvage bonus does nothing. It does not say anything about having requirements and does not reward any salvage.
Yes, the salvage one gives no message, but adds 100000 Salvage pool each time it's hit (not that I've used a fraction of it on any character!)
