Space and Starship Traits Disappearing

My Captain and Starship traits have been disappearing at the worst and weirdest times. usually it's when I switch ships. I can understand, I guess, that the ship trait would vanish, although it seems there should be a persistence of memory on which trait you equip to each vessel. But some or all of the traits have been vanishing.
I check my character in spacedock and the traits are there. Then I go into a TFO and check again, no traits. I spend the first minute of the action re-equipping my traits (that's if something doesn't attack me and put me into combat, where you can't "change" traits, even though there was none there to begin with).
This has been a semi-constant issue with the ship traits, but since I retrained one toon's skills, it has become a constant for him. ALL of his space traits disappear every time I ready a different ship; but not until he goes into action.
