It would be very good if Cryptic added to the fleet holdings new items such wide-angle versions of DHCs, Dual beam banks, torpedoes, omni beams, experimental weapons, and more fleet versions of existing ships. Especially miracle worker ones.
The holdings are very expensive to build and upgrade. They need a bigger selection of useful items both for early and late game for fleet captains.
All of the ships you listed are already fleet level.
Non fleet T6 ships only have 10 consoles, fleet level versions have 11. All of those ships have 11 consoles by default, and are fleet level by default.
They are not available in fleet shipyards to be bought with fleet modules.

It is irrelevant as they are already Fleet level, and those with 11 or 12 Consoles in the Cstore are considered Flagships, and do not have Fleet equivalent, as we said, because they already have the extra Console etc.
"You don't want to patrol!? You don't want to escort!? You don't want to defend the Federation's Starbases!? Then why are you flying my Starships!? If you were a Klingon you'd be killed on the spot, but lucky for you.....you WERE in Starfleet. Let's see how New Zealand Penal Colony suits you." Adm A. Necheyev.
A ship doesn't need the fleet designation to exist at fleet level. All that's required is it meet a certain amount of console slots (11 or 12 if miracle worker) and it's considered to be at fleet level. Some ships have a designated fleet version, some do not.
With the other items, I wouldn't mind seeing some fleet versions of wide arc cannons and omni-beams somewhere in a fleet holding, but I'm not going to hold my breath on it at this juncture either.

I've always wished they'd expand a few Fleet Holdings to add a few new items.
I think it would be cool if they added fleet ground and space sets that can only be obtained through fleet holdings. Nothing OP, but something different and interesting.
The glaring gear omission from fleets for me is the complete lack of SIF Generators. I would love to have some SIFx2 consoles for some of my builds - akin to the DrainXx2 consoles we can get from the Research Lab. There are a couple fleet consoles for shield healing, but absolutely nothing for hull healing(outside of one-off heal-procs from embassy consoles).
Otherwise, I think it would be neat if we could get a Fleet Experimental Weapon(of each damage type). Maybe a sustained/prolonged energy/kinetic beam the deals increasing damage over time or something.
For ground gear.. maybe some weapons with built-in kit modules skills as their teritary fire. A sniper rifle that can drop mines, a minigun with electro-gravitic field, a sword with motion accelerator, etc.

You can't buy them from the fleet shipyard with fleet currency. If the devs can waste time making a T6 oberth they can put more ships available for fleet players.
I'd like to see an Alliance Academy holding. Make it possible to alter BOffs so you can kick all those Romulans off your bridge and grow your crews as an extension of the R&D specialization system. Still have some racial traits associated with species but enough of a pass and modification that there would be no "go to" species across the board. If it were enough of a time/dil sink as the rest of the holdings. A review of how traits stack for diminishing returns might diversify the crew component but a carrot would be more engaging than a whip. Devising a promotion level system would take some work but generic additions can be used by anyone and aren't exclusive to preferences like favorite era of Trek. Good time to look at beefing up doff missions and chains and placing them in context with all of the additional play spaces that exist in the game now.
I'd like to see reduced prices on stuff (fleet credit prices, anyway). The problem is that most fleets are either maxed, and difficult to earn fleet credits, or not maxed and don't have anything good to buy.

You are not the sole authority on what is "wasting time" when it comes to ship development. You not liking a ship doesn't make it wasted development.
Second, ships like the presidio are already at the fleetship level and don't need a dedicated fleet ship. What defines a fleet ship is slightly increased stats, and an 11th console slot, 12 if it's a miracle worker ship. They would be quite literally copy-pasting a ship only to give it the fleet ship name, with it being literally point for point the exact same ship. Nothing is preventing fleet players from accessing the presidio from the cstore save their own unwillingness to cough up the zen.
Cstore ships are available to all people. For that matter every ship is available to all players if they choose to invest the proper amount of time and resources. If they don't, that's not cryptic's fault.
Simply because a fleet ship isn't given the fleet ship name does NOT mean it isn't fleet ship level.

The ships (like the Presidio) that you mentioned, which are sold in three profession-themed variants... the devs used the extra console slot that they WOULD have gotten as fleet ships, in order to make them different from one another. They got the stat increase, etc, too, but that's what we mean by "fleet level".
Yes you are correct that they're not sold BY the fleet. But what are you asking for? An "upgraded" version which would be massively overpowered, or a "fleet in name only" version that is identical to the CStore ships but under a different name and price?
What we're telling you is that neither of those makes sense.
It's hard to understand to put them at the shipyard with no console, no trait, no extra status, add a fleet skin and call it a day?
My goodness.

Again... as mentioned above... what's the incentive to get these ships? They're not an upgrade like most fleet ships. Infact... it sounds a bit like a downgrade. While Space Barbie is the true endgame, just doing a copy/paste and removing things from it while adding a new cosmetic option is not going to be viewed favorably by the community. Some may like having the new parts, but the majority aren't going to bite because it really doesn't offer any improved performance over the C-Store variant, which in turn will be viewed as worthless by some of the more meta minded players, and pointless from most others because... well... fleet cosmetic parts vs utility and trait.
If we compare, say... the T6 Miranda to the Fleet T6 Miranda, there is a stat difference between them on top of the extra console slot. You can't do that with how you just described the Fleet Presidio vs the normal. It is literally just strip everything off it and give it a fur coat for all intents and purposes. Not even cosmetic because you're actually removing the trait from it as well, while keeping her statistically IDENTICAL to the C-Store variant.
This is why you're getting so much pushback. Because making a "fleet" version of ships that are already fleet level out of the box offers nothing new whatsoever in any category other than cosmetic.

You're clearly not understanding what you're being told, or you already understand and just don't seem to care and I'm not sure which one yet. At the very least you definitely don't understand how they decide what ships will have a fleet version and which ones won't.
First up there are two levels of ship that exist in game when it comes to ships, standard cstore variation and fleet level.
Standard Cstore versions of a ship come with the trait unlock and any special equipment that model of ship is supposed to have, such as any special consoles and/or weapons. Cstore ships have lesser stats than a fleet ship, and only have 10 console slots (11 if miracle worker). These are essentially the basic version of the ship or the "test drive model" that any toon on your account can claim at any time.
Fleet ships come with slightly increased stats vs the basic cstore versions. Fleet ships come with 11 console slots (12 if miracle worker) which is one additional console slot vs the standard cstore version. These ships are the "delux model" of the ship that you can "trade up" to down the road. You get to keep the equipment and trait from the "test drive model" and you get upgraded to the delux version of the ship. However fleet ships are a per toon upgrade, meaning if you want more than one fleet ship you will need to purchase it again on however many toons you want it on. It's assumed that you have bought the cstore version of the ship first before upgrading to the fleet version. It's also unwise to buy these ships if you don't intend to use them actively, as those resources could be spent elsewhere.
To further put this into perspective we will look at the Arbiter and fleet Arbiter. The standard Arbiter has a 5 eng 1 sci, 4 tac console layout, Hull modifier of 1.25, shield modifier of 1 and base hull at 65 of 56,250. It also comes with the Emergency Weapon Cycle Trait at t5 mastery, along with the Ablative Hazard Shielding console. The Fleet Arbiter has a 5 eng, 2 sci, 4 tac console layout, hull modifier of 1.375, shield modifer of 1.1 and base hull at 65 of 61,875. It doesn't come with the trait or the console as it's assumed you already got them by flying the standard Cstore Arbiter first.
The Presidio and similar ships to it don't have a fleet ship variant because their stats already exist at fleet level. The Presidio has a 4 eng, 3 sci, 4 tac console layout, hull modifier of 1.375, shield modifier of 1.12, base hull of 61,875 at 65, comes with the Deploy Defense Platform console, as well as the All Hands on Deck Trait. It has the same amount of consoles as the fleet Arbiter does, same base hull and hull modifier, slightly different shield modifier being a cruiser and a different console layout, but otherwise in terms of stats is exactly the same. Presidio doesn't need a fleet version because it's already at fleet level.
In asking them to create a fleet presidio, you're basically asking them to copy and paste the ship, which would have the exact same everything as the cstore presidio, save this version does NOT come with the console or trait and is a single toon unlock that provides less value overall than the cstore version. To put it bluntly you're basically asking them to create a noob trap ship.

First of all, you could dial back the condescension. You're not making any friends talking to people like you have been.
Second, why would anyone buy a "no console, no trait, no extra status" ship when, with the same amount of fleet credits and free fleet modules (unless of course one has exhausted every and all of the 13 fleet modules we can get for marks through the reputation system), they could buy a fleet version that is far superior?

Edit: except the fleet ship part, since those ships are already 11-console fleet level just like lock box, promo pack and event ships are.
There are no fleet versions for example for the Presidio class cruiser and its variants https://sto.fandom.com/wiki/Presidio_Tactical_Command_Battlecruiser, also no fleet version for the Scott-Class miracle worker and its variants https://sto.fandom.com/wiki/Scott_Operations_Miracle_Worker_Cruiser to give two examples. Not even the T6 Odyssey has fleet variants.

They don't need to be and this is by design.
