Depth of field breaking effects

In the recent klingon story arc update i noticed when i logged in that many effects were missing, Holographics were gone, the interactable sparkles were gone, Shields, weapons, cloak, and many other effects were gone, I restarted my game thinking it was just a bug in my graphical card but it turns out to be still there, I did my run down reset my all my game graphics to max and reset it back to what i had, When i disabled the Depth of Field the issue resurfaced and all effects vanished,
Space is a endless frontier, Full of Endless land and Exploration, Brave Men and Women of the Federation will Boldly go to explore that Frontier.

ESD was missing all its glass panels and a lot of computer displays for me.
Also just did the latest patch and the probelm is still there.
