Research and Development - Unable to use duty officers Tumiy and Malay for my R&D

I was trying to construct a "Wide Arc [any item type like Disruptor or Antiproton] Dual Heavy Cannons MK XII" and "Omni-Directional [Arc] Antiproton Beam Mk XII". So I acquired Tumiy and Malay for the job. Tumiy is the Beam Weapon duty officer. Malay is the Cannon Weapon duty officer. When I selected the project to begin, Tumiy didn't appear in the duty officer selection box for the project. The same thing happened with Malay. Malay didn't appear in the cannon [arc] project Duty officer selection box.

I tried to also add them into the Active Space roster. But, nothing happened. It also didn't work. It refused to add both duty officers into Active Space roster.

    Yes. Thank you for your response. I found out that Tumiy and Malay are both Klingon faction. I was trying to use them on a Federation character. I traded them to my Klingon character, and they work. Thank you once again.
