Is romulan start bugged

I decided to make a new reman character for the delta recruit but every time I create one and try to log into it the client crashes. Is it bugged?

    Not just the Romulan but the FED too

    I have created 2 Romulan start characters, get no intro cinematic, or tutorial option, and start right on the Romulan Flotilla, with no missions available.

    I had to uninstall Steam, then it worked.

    I've made 2409 Fed, KDF, and Romulan Republic characters and none have crashed the game. Fed/KDF I did have some issues with the tutorial, but in my case logging the char out and back in fixed them. (There's a separate bug report thread about that, and for KDF the same bug occurred during KDF Recruit event.)
