Delayed overload cascade is a control effect but doesn't work with the inhibiting deflector. Very cold in space is a debuff effect but doesn't trigger the deteriorating deflector.
Yes it is a bug. Every other science power is categorized as either a debuff, control, or support effect, but whoever made these two powers didn't assign them to any of the 3 categories. Delayed overload cascade has a repel. It should be categorized as a control power. The same bug causes delayed overload cascade not to trigger unconventional systems.
Just because every other science abilities applies does not mean these not being included is a bug. DoC is stupidly powerful as it stands with a 15 second global and can be cast while cloaked. Very cold in space can also be cast while in cloak. So these not getting secondary deflector effects is not surprising.
SD tooltips don't say "some" or "certain" control or drain abilities. They *DO* specify science abilities, but that's as specific as they get. DOC and VCIS are both control science powers and should trigger the appropriate SD effects. And that's not going to do much to the balance of power for science ships -- inhibiting is considered vastly inferior to deteriorating.
VCIS isn`t a control power its a debuff. But you have inadvertently put your finger on why they don`t proc for deflectors, they cross the lines between powers and so don`t trigger any. It was a game decision not a bug.
