Every Bridge officer I buy with the Recruit Rep in the Klingon First city do not seem to have any ground skills when I select them as part of my away team. I hope this issue can be addressed.
It does happen a bit. The only workaround I have managed to get them to work is actually to take them on an away mission, sure no skills are selected and they don't fight well, but after the mission is complete and you are back on board your ship the skill panel reappears and I can train/change their skills again. I don't know why it happens only that by using them on a mission seems to reset the skill window.

I have tried this recently but it did not work. The issue still persists. Perhaps in today's XBox update this will be fixed. I don't see any release notes posted yet so we will need to wait and see.
Same thing here but as soon as I do an away mission the skills show up and work normally going forward. Mildly annoying but easy enough to deal with at least in my case.

This bug is still there - I just unlocked the KDF recruit reward for 50 ambush kills, claimed the KDF Engineering officer, added her to my away team, and did a couple of map transitions. Space skills are there but away team ground skills are blank.
I'll try the "go on a mission" workaround tomorrow.
Still happens for me, but so far the act of going on an actual ground mission fixes the problem as soon as you get to the ship, that hasn't failed yet (fingers crossed)
The ground mission workaround fixed it for my new boff. Also, I was able to have the boff learn and assign the skills I wanted in that first mission because I brought the training manuals along with me in inventory.
Another workaround for this is to teach the BOFF in timeagent or pilot or any other specialisation. After he gets a specialisation the skills are visible again.
