All Party Horns Not Working

I have collected most of the party horns. However, none of them are working. In fact, when I add them to my character in the devices, they are just grayed out. See image
Please investigate and fix.

    Could this be some weird interaction with a Trait somewhere?
    Have you tried switching instance or moving to a new map?
