Getting Random Romulan Doffs ???

Happens mostly on old characters. Why? Some of my chars suddenly had white and green ones in the overflow as well...

It's like how I've gotten the Dyson reputation completion reward recently on several character who never did the dyson sphere missions that the reputation reward used to be tied to. Now you just need to finish the reputation not do the missions.
I kinda doubt that since you usually don't get romulan doffs on a kdf or fed char. Also its only happening on old chars and I'm pretty sure they got everything in the past they were suppose to be getting. Because when the game was new for me I did care for those kind of rewards now days they end up on the back or delete because they aren't particular useful to me.

That's what I thought when I saw the tweet, too, especially because it doesn't seem like I'm getting them on any non-KDF/non-Gamma character.
Ci sono tre tipi di giocatori:

- quelli che credono a quello a cui è giusto credere, sono d'accordo con quello con cui è giusto essere d'accordo e sono critici con quello che non va;
Ai giocatori dei primi due tipi, gratis in omaggio un bello specchio lucente su cui arrampicarsi. E una mazzata in testa per la loro poca intelligenza e compassione verso gli altri giocatori che non la pensano come loro.
Agli appartenenti al terzo tipo, invece, dico grazie. Anche se non sempre si riesce a mantenere la calma, siete quelli per cui vale la pena incazzarsi.
Just that my old Fed chars got that doff package too.
I also found the "tweet" Kael had done to explain this glitch humorous, that's a way to roll with the punches.
I remember the Pack was bound, probably character, sorry I don't remember about the 3 DOFFs.
1 toon that got them they were all 3 Uncommon, another toon received all 3 Common, then some of my toons didn't receive any for some reason. Not seen a Rare or higher yet, but that's my Cryptic luck.
You can sell them for EC or (once the bug is fixed) donate them to fleet projects.
I got 3 random, unbound, uncommon or better Romulan boffs (mine were 3 greens).
I tried to get my department heads to send them on assignment but the Romulans refuse to show up. It seems only my KDF boffs are shown in the selection UI for doff assignments.
I'm sure they're all having a heated argument so will mail them to a Romulan toon.
Why did we get this pack? Is this some sort of cryptic message from the devs?
It used to work, I'd mail doffs to / from fed and KDF depending on which fleet needed them. Both fleets I'm have been grinding the colony for the last eleventy months so I haven't had a chance to test that in awhile.
I haven't logged in a lot of characters over the past couple of days, but I got a pack on my KDF Recruit, so it's not limited to old characters.
Yeah i mixed that up some of my old chars got some random doffs unpacked in the overflow bag. No idea why but I was able to delete them as quickly as they came.

fyi yes you can donate cross faction doffs to fleet projects
I thought this was compensation for people not being able to get their DOFFS at level 11.
It could be either one, or a combination of both. As usual Cryptic is not saying anything about it to clear up questions.
