Impossible to sell/use/remove "on reserve"/"on assignment" duty officers

in PC Gameplay Bug Reports
On at least two of my characters, one Fed side and one KDF, I have common-quality duty officers that take up space, can't be put on assignment, can't be sold, can't be traded up or dismissed. The options to try are always greyed out. On the greyed out button, it says "is on assignment" but attempts to put them on assignment say "is on reserve."

    Perhaps you can share a screenshot that we might better see what the problem is to be able to help you?

    Make sure they aren't assigned as one of your active ground/space duty officers.
