[BUG] Klingon Recruit reward for 500 melee kills is not awarded to character that earned it

As per title, personal ground trait "Warrior's Blood" is not awarded to the character that earns it upon completion of 500 melee kills. It can be claimed via receiver, but does not populate in available ground traits for assignment.

Edit: Trait does eventually issue, but is significantly delayed. Disregard bug report.
