Changes
1) Increase the Dilithium refinement cap from 8k to 20k.

2) Either increase the base mark reward amounts for TFOs by 20% or give additional rewards for the ridiculous grind that is the rep system.
3) Grant players the ability to use their fleet operational assets like ship reinforcements or security teams in more TFOs than just the Starbase ones making fleet assets and task worth completing.
Additions
1) Give us back the super hard raids, like the Borg TFOs back when they were endgame missions from season 3. We need new challenging raids with ultra rare loot or really high payout that makes completing them worth it.
2) Put some love back into the Fleet and PvP systems by adding fleet battles, could be challenge and point based or actual PvP combat, don't care just give us a reason to want to support our fleets with Fleet/ Armada competition, rewards, swag, and bragging rights.
3) New Foundry system... One that's a bit more user friendly. It was removed because the original Foundry Devs left and no one had the time to figure out how to fix and update it, now is the prefect time to bring out a new one.

1) Absolutely not going to happen. It's been the same since day 1. You get 500 from Fleet Dil Mine refine and 1000 every 2 Days from LTS NPC refining. The game is flooded with Dil. The Dil Ex is near max because of this. If you want more Dil create more characters and spread your ore amongst them to refine. You don't even have to level them. If you increase Dil refine for the entire population, the Dil Ex will stay at 500-1 for a loooooooong time.
2) No way. Again, if you want more marks run Random TFO's. You can get the 700 or so you need for each quite quickly.
3) Is a great idea.
Additions:
1) Run Elite. More Elite version should be made.
2) PvP is hard to balance because of the absurd amount of DPS already in-game. PvP also breeds trolls, ragers etc, which is why the majority don't play PvP.
3) This may or may not happen according to the Dev's. Time is required....alot of it.
EDIT:While I'd love to get the Foundry back, especially if I got all my old projects back and thus didn't have to start over from scratch, I understand it is something that's not likely to happen anytime soon as too few people used it when it was around to be a priority.
I also agree very strongly with Addition #1. Giving everything an Elite version is only a minor step in the right direction. The problem with current TFOs is that there are no team mechanics. There is really no incentive to form TFO groups where the same players get together and work as a team to complete challenging TFOs. Way back when, it was essential to form TFO groups and to teach fleet mates how to complete the Borg STFs (as they used to be called) by using team based strategies. These days, any old pug group can blast their way through Hive on Advanced in 5 mins, no strategy needed, just pure DPS.
The problem is that a vast majority of the playerbase of this game has no desire for challenging TFOs that take team based strategies and more than 15 minutes to complete. Therefore, the devs have very little incentive to put the work and effort into creating a good and challenging TFO in the spirit of the old Borg STFs.
I came in after those were split into space and ground, but I heard that those took upwards of an hour at least to complete. While we could use something for the higher level and veteran players to work on... I don't see this as a real viable option right now. STO is rather casual friendly. This is a bit more hardcore, probably moreso than the community would like. Not only is PvP pretty much dead, but depending on how this is implimented, it could also be used to bully other fleets if so inclined. While I agree that fleets need a bit of love after the Colony, I don't think PvP is the way to do it. We all saw just how well received the Competitive Rep was, and that was partially PvP based. As someone who did find a few gems in the Foundry... I don't see it coming back anytime soon. If at all. The creativity of the community could be great, but the original Foundry suffered from technical problems (Breaking every time there was a major update to STO) and a rather unfriendly UI for those who don't know how to use it. We may find ourselves in a similar situation down the road with a new one, and... its entirely possible that this late in STO's life making a Foundry may not be viable. This is something that honestly should be built for from day one. Not tacked on 10 years later with that much speggetti code to deal with.
No to an increased cap of dilithium refinement. I felt that even a small increase would be nice for players that don't have large fleets to complete fleet holdings and rep builds. But agree that it would destroy the dilithium exchange market.
Increased marks isnt needed, but some TFOs should be revisited for more or better rewards.
Fleet Op assets need to be allowed across all TFOs, currently not a lot of players play Starbase Alerts which makes the Fleet Op assets pointless unless allowed for other missions.
Most don't want harder (Raid) type missions, but want more of the current and future TFOs to have a harder difficulty option with higher rewards.
PvP combat is pointless. I think though having Fleet battles would be nice in the sense that fleets would complete tasks, TFOs, duty officer missions etc for points and at the end of the competition fleets would receive fleet exclusive rewards based on amount of tasks/ point their fleet completed. I currently feel that there's only a few good reasons to join a fleet and this could give more incentive. But that's just me.
Foundry do or don't makes no difference to most players. If they gave us a user friendly version that was easier to use I feel like more players would use it, but agree that it wouldn't make a huge impact.

it's a shame too. they did the first neverwinter nights with the ability to build modules from the start. there are real gems in some of those.
