Gear Set Abilities Missing

I logged on to play the winter wonderland event and everything seemed normal however when I went to play a bit of regular PvE on the side I noticed that despite having all 3 pieces of the MACO set the special ability tied to the Tactical Readiness Network that provides a self heal and a team heal when the ability is activated was not in my tray or in my available abilities. I have tried removing the MACO set and reequipping it but that did not work. Please help.
