Can't launch a random TFO

Hello guys, I'm not sure I've got a bug or not, but I don't understand what's the actual problem. I'm trying to launch a random TFO on my lv 65 klingon. My character is geared up, so is the ship. But I still see the empty window instead of the list of possible TFO choices. Looks like this: https://i.ibb.co/9rXm7md/Screenshot-238.png How do I fix that?
