Does anyone know how to get the Breen mission arc?

I'm behind on some stuff and wanted to play "Cold Call" and can't seem to find it. I went to Defera and Ambassador Surah but he doesn't have it. Can anyone help?

    Hail Starfleet button > Available
    Should also have access to The 2800 and Spectres arcs from there too. Also I think since they got moved there, you have to be lv 65 to play them.

    Rattler,

    They aren't there. The Wasteland, 2800 and Spectres are there but not the Breen. I'm level 65 and I'm not sure why that's missing. I checked the STO wiki and they said you get it from Ambassador Surah but he doesn't have it. Got any other ideas?

    Nevermind, I found it. You need to get "Cold War" from Quinn first. Thanks for the help .....
