Defera Invasion Zone "Researcher"/Crafting Store Not Receiving Fabricate Requests

Hello. Is there a reason the Defera Invasion Zone Crafting Store still has not been repaired? When we try to "Fabricate" items, 95% of the time nothing happens, like, the command never gets through, and 5% of the time, you can randomly get something crafted. This also affects the "Plumbing Power" quest that lets a player increase their "General Research" Skill level by 10(95% of the time when you press "Fabricate", nothing happens, and 5% of the time, you'll get +10 to your Crafting Research").
It is a vital piece for collecting the Borg "currencies" from the Crafting Quests, as well as selling some items no other place in the game offers. If you don't intend to repair the store, could we at least have another way to obtain Fractal Remodulators, as well as the Devices, like the Antiproton Carrier Wave weapon batteries?

So I am experiencing this exact problem. I have clicked the Fabrication button many many times with no result.
