Paid for a ship Sao Paulo and didnt get it

in PC Gameplay Bug Reports
Paid for a Tactical Escort Refit Sao Paulo at a cost of 127.000 Dilithium and got no ship.
Checked my inventory, bank, account bank ship manager, mail, tried reclaims and no ship. The dilithium was taken from the toon that bought it.
There is a message on the Sao Paulo now says Unlockable variant when looking at drop down for variants from ship vendor

    Is it at the place where you Manage Ships at ESD?

    Try the "Tier 1-4 Reclaim" option via the C-Store (a.k.a. Zen Store). It should be there for you to grab it.
