Not being granted admiralty ships

Submitted a ticket about this but was directed to post the issue here.
1 of my characters (DilGen'Alpha) is not being granted all the admiralty ships he is eligible for. He is a Jem'Hadar Gamma recruit, Fed-aligned. I was slotting admiralty missions on him (began doing so only recently) when I noticed he was missing the T5 Odyssey Science Cruiser & all 3 T5 Vesta Multi-Mission Science vessel admiralty ships. All my other Fed-aligned chars got them, and this char got the T5 Odyssey Tactical & Operations Cruiser admiralty ships. Because the new admiralty system function of granting a character all admiralty ships they are eligible for when you open the Duty Officer window is not granting him those admiralty ships, I tried the old method of claiming all 4 from the C-store for him, then found & dismissed the actual ships, but was still not given their admiralty ships. I am uncertain if they are the only 4 he is not being granted because I did not yet compile a list of all the admiralty ships he should have to compare it to what he has, because that is a large task, but can say he is definitely not being granted at least those 4 specific admiralty ships.

I'd recommend claiming them from the Z-Store and open up the Admiralty page to ensure the card is there before discharging.
