Marks are 'roughly scaled' to time of the TFO, so technically they are all the same. Play Random TFO's for the extra marks.

If by roughly you meant "rather poorly" then it would correct as often the reward and effort needed aren't very well scaled, that said you suggestion of random is still a good one as the extra marks you get there are more then any time based scaling.
I'd agree with random. Nearly all queues offer fleet marks, and the random box is where you're going to get the most return, especially if you get the very fast Borg queues, despite them not offering fleet marks for their normal reward.
Undine Assault if done right can you a lot of fleet marks so does Rh'Ihho Station. Also Colony Invasion is good if you play on normal and buy some fleet marks boost on the exchange you get some more out of it.

The featured TFOs are pretty good too (except the overly long Mars evac one), especially since they have no cooldown for the runs themselves (just the daily progress) and they usually pop almost instantly when queued.
Well, we haven't seen it in while but 'Atmospheric Assault' Advanced during a Shuttle Event. 330 or so with the Daily Bonus.
Pahvo Dissension was pretty good too.

Its one of the best for sure. What I love here is how cryptic uses different conditions for advanced and elite:
-> Advanced: Time gate but with a very reasonable effort reward scenario for MARKS. Good teams make a fortune. -> Elite: Not time gated, fast matches for good DIL/SALVAGE with risk of failure involved
I really wish all PvE maps would be structured like this.
