As a Federation aligned Romulan how do I get the Point Defense Bombardment Warhead

July of 2020 I purchased a NX Escort Refit [T6] to use on Federation aligned Romulan to get to use Point Defense Bombardment Warhead. Imagine my surprise after a week of talking to different folks in support when someone finally says OH you can't and this is the reason why and to literally post something on the forum for any further assistance...
@darkbladejk is this the obvious place to post?
Another item I purchased was supposed to come with 12 inventory slots - again imagine my surprise when the slots weren't available to be chosen as an option in the zen store on the character of my choosing as is how it seemed to read. It just was added to a character which was at max which made the initial purchase. net effect = nothing positive.

As can be seen above, Romulan characters can see the equipment package in the Lobi store (not sure if they can buy it because I didn't have enough Lobi) but the tooltip indicates it can only be opened by KDF-aligned characters.
A decision must be made - let Federation-aligned Romulans (and Jem'Hadar, for that matter) open the ship or the equipment box!
Fed Roms not being able to fly the NX Refit is working as intended as it is on the list of ships they are banned from using - https://www.arcgames.com/en/games/star-trek-online/news/detail/10898183-romulans:-fly-the-ships-of-your-allies!
This includes all allied ships except:
