New Support Frigates waste Transfer shield strength on cloaked targets

This I saw specifically with Malem support frigates, who can cloak themselves, but I presume any of them will waste their TSS on any cloaked ship. Simply put, I launched my Malem support frigates and they immediately went under cloak, then they used transfer shield strength on themselves, or possibly their partner. When I cloaked, they would also waste it on me.
Why is this a problem? Well TSS has a longish cooldown, and wasting it on cloaked ships is pointless and means they don't have it later when they might actually need it.
There should be an easy solution to this, just make sure shield healing abilities are not cast on cloaked targets.
