Friends (and enemies)... I thought I'd do a little ideas writeup on the upcoming Summer Event ship. So here goes...
First of all, it would appear (from the stats blog, I obviously don't have the ship yet), comparable in many ways to the Intrepid Long-Range Science Vessel type of ships, which as we all know (I hope), are perennial favorites, due in part, I'm sure, to their status as a screen-canon hero ship. Much of the remainder of this post will detail the similarities and differences.
It should be possible to port over any existing Intrepid build with only some minor tweeks (mainly to the BOFF abilities). Some other science vessel builds will be similarly applicable, though if the console layout varies, you may have to make adjustments if the build uses a lot of tac- or eng-specific consoles. (Remember that universal consoles can go anywhere.)
Weapons layout: the 3/3 layout is the same as the Intrepid lineup.
Console layout: the 3E/5S/3T is the same as the Fleet Intrepid [T6]
Device Slots: 3 (same as the Fleet Intrepid [T6]).
Special Slot: Secondary Deflector. (It's a Science Vessel.) Again, same as the Intrepid lineup.
Movement and power stats as compared to the Fleet Intrepid [T6]:
- RWCV has +5 engine power
- RWCV has +41% turn rate (up from 12 to 17)
- - notably, the 17 turn rate is the highest ever for a Science Vessel.
- - this is the same turn rate as the Defiant Tactical Escort line and the Phantom Intel Escort.
- RWCV has higher impulse modifier (up from 0.17 to 0.185)
- RWCV has higher inertia (up from 50 to 70)
Health stats as compared to the Fleet Intrepid [T6]:
- FI has higher hull modifier (0.99 compared to RWCV's 0.95)
- RWCV has higher shield modifier (up from 1.43 to 1.45)
Availability:
- RWCV available to all factions (FI is Federation & allies only).
- RWCV is free from seasonal event (FI is a purchased fleet ship).
BOFF layout:
RWCV: Cmdr Sci, LtC Uni/Pilot, Lt Tac, Lt Sci, Lt Eng
FI: Cmdr Sci, LtC Sci, Lt Tac, Lt Eng/Intel, Lt Uni
Takeaways from BOFF layout differences:
- spec changed (FI is Intel on the Lt Eng seat, RWCV is Pilot on the LtC Uni seat)
- base BOFF layout still a Cmdr, LtCmdr, 3x Lt
- Cmdr Sci on both (they are Science Vessels.)
- LtC seat switched (FI's is Sci, RWCV's is Uni)
- other three all Lt (one Tac, one Eng on both; FI has a Uni and RWCV has a Sci.)
This means that the FI has access to Override Subsystem Safeties, while the RWCV does not. However, the RWCV has access to Torpedo Spread 3, while the FI must be content with Torpedo Spread 2.

I feel it kind of 'missed the boat' with it's pilot seat by only having 3 tactical consoles, but being able to use 'lock trajectory' will still be useful for deflector abilities.
Otherwise, it seems like it will be a solid platform for the current Science FotM(EPG/Control) - Similar to the Khitomer being a nice DEW platform for people who might not have better options available.

In my mind this Risian Science ship is made for it.
The trait can help there, but not too much. It scales with drain skill, and starts at 5 power at zero drain, and runs 9.5 at 180 drain. I presume a linear 2.5 power per 100 drain skill with that scaling.
The damage for the trait seems to be at around 15% of a GW3 damage ticks or 10% of VCIS 3 damage ticks. It does apply per anomaly, so if you have VCIS, GW, tykens rift (with improved GW trait so they can overlap,) subspace vortex and either ionic turbulence or chronometric inversion field all out at once, you should be getting 5 ticks of the electrical damage on an enemy stuck in all 5 of your anomalies, however that only applies to the damage and not the power boost. Note I haven't tested all the anomalies, but GW, TR, VCIS, IT, and CIF do trigger the anomaly.
While the damage stacks per anomaly, the power boost doesn't.
What does not trigger it are console anomalies, only BOFF anomalies, as far as I can tell.
While it is classified as a science vessel, Dual Cannons/Dual Heavy Cannons can be equipped.
The Risian Weather Control vessel has the same mastery package as a Mirror Crossfield Science destroyer.
I don't know, but I highly doubt it. I have trouble not killing my test subjects before I get a gravimetric anomaly without really tearing off all the other weapons. Still, when the trait activates, its really obvious, its effects are actually somewhat annoying.
* The turn rate is simply amazing, and you should even increase it with turn rate consoles, cause it allows you to deploy constantly your most power scientific skills that are nearly always attacks made with the deflector. While other scientific vessels, most notably the Intrepid, have more scientific potential, they can't normally bring it to the fight due to the need of having an enemy in the correct facing for X long seconds... The ship is played as an escort in every respect of movement.
* It looks like, but it's NOT a tactical ship. Just go for beam builds, etc... the one you normally go for other sci ships (I like 2 arrays, 2 torps, 1 dual bank and 1 omni-directional beam). In the end the lack of bonuses and the need of constant baby-sitting your system targeting, BOff cooldowns, enemy facing, bearing position, etc... makes it barely practical to use it that way. If you go for cannons, don't base it entirely in dual heavy ones, cause the ship has too many things to control to also keep enemies in a 45º frontal arc.
* I'm gonna jump on myself and say also that it's completely doable, and that advanced players no doubt will be able to build the Risian Weather in that, exploiting the very high potential of the mix of high sci BOff skills with escort fighting tactics. Still I feel that you gonna need to sacrifice a skill slot for some turn rate buff if you want to go all the way dual heavy cannons.
* If you don't want to play having to have eyes everywhere in your screen and multi-tasking, I would advice to focus in the scientific part played offensively. Due to maneuvering, this ship can and will be able to use all the skills that you neglected for so long in the Intrepid, due to the actual fact that keeping anything faster that a battleship in your front arc for x seconds just can't be easily done in the class. In the Risian Weather you can.
* Not a good healer or shield healer. I mean, it can do the job, but there are better choices out there. Lots. Intrepid comes to the line again, specially with its console.
* Stockpiling exotic damage output is a viable tactic in it, and with some support debuffs the Risian Weather moves to the DPS category. I'm normally top hate in my ship using the blue tetryons from The New Link quest.
* And finally the console... OMG, what a damn broken skill it is when comboed with tactical ship tactics. Just click the skill it grants on cooldown and spam sci skills. It's an I-Win button if you preload a torp-scatter II. That's all the tact BOff skills you need with this console. Go for the highest damage-per-hit torp that you can find in the front arc, regardless of the bonus, and just watch things instantly disappear. It's kind of hypnotic ;P
I think the plasma storm console can do something similar, but a grav well always seems able to counter that effect, while with the eddy console it doesn't.
