Today's patch is supposed to make those old boff purchases now be for account - yay!
But it doesn't work - boo.
I made these purchases of both an Aenar and a Caitian boff 8 or 9 years ago. Addressing that caveat in the patch notes- I'm 99% sure I just bought them straight from the store, not a bundle. I'm not even sure what bundle there ever was with them!
I tried logging on to the character who has both boffs (still, after all these years... *cry*) to see if that'd jar something loose, and... nope.

I also PURCHASED the Borg Boff several years ago but got a free one in a Bundle... Now it wants me to pay for it...

From what I've heard elsewhere, they disabled the claim system for now while they're working on it. Living up to their name, Cryptic have not announced this in any obvious way for the benefit of affected players. (Cryptic staff, meet me at camera 2: stop flattering yourselves that we all are willing to trawl your Twitter or Reddit for answers - this page hosts your forum, why not use it?)
I would talk to customer service about that. From what I've read on Reddit, it sounds like they reverted the system due to problems as above, and CSRs have refunded some people, but warned them not to purchase again until this is fixed.
