Romulan Promotion Bug - Admiral Kererek

After reaching lvl 20 a Subcommander Promotion mission has popped up to go and speak with Admiral Kererek. But when my character interacts with him, it doesn't trigger the promotion and I can't complete the mission to get the free ship token 
I've tried to talk to all other characters including the ship vendor and kept progressing to lvl 27 hoping it might kick in but it still hasn't happened. I'm worried that I'm going to be in the same boat when I reach lvl 30 which means there's no point in continuing with my Romulan character.
I can see that this issue has recurred many times over the years so quite surprised it hasn't been addressed yet.
