I upgraded this rifle (the one you get as a mission reward) all the way to lvl XV. I thought that if you max out the upgrade meter after lvl XV, it would go up in quality as it can no longer go up in lvl. I did it twice, and it remains just rare quality. Did I miss understand something, or is this item bugged?

The upgrade rarity chance goes up each time you fill the meter...as long as the tech upgrade increases rarity chance. There are a few that do not. This is NOT A BUG and working as intended. I have had items increase rarity after one fill up or after 50...random is random.5
