I just ran all the PITA ground precursor missions on Nimbus III to get the Nimbus Pirate Distress Call device, come to find out the last quest is given by an NPC on the Romulan Flotilla. I'm Federation..do I not have access to the Flotilla at all or do I need to go run through some portion of the New Romulus stuff to be granted access?
If you are taking about 'Installation 18', and if you are a Federation Character, Franklin Drake gives the Mission. Romulans get it from the Flotilla NPC.
With the revamp after you finish 'Fistfull of Gorns', you can just open the Mission in your Availible Tab and get it there. Drake will pop up in a view window.

well. your game has gone very sideways, non romulans can not get on flotillla. check you available missions tab again it should be there. if not check for an interact around the door of Installation 18, if neither of those work file a bug report.

Sometimes even getting to Wastelands in the first place is problematic for non-Romulan characters, kind of like the Kobali missions that got moved to that tab that show up but never actually boot the missions. Some of my characters are just running the borg torpedo doff(s) from the Omega reputation because Wastelands would not work for them to get Law.
