I have returned after many many years and looking to change from my old fleet arkif to a T6 ship. Currently I am a Fed Rom but want a Rom ship specifically so I could also use it if I started a KDF aligned one. Also they just look better.
I’m not after a Scimitar as they are ugly. I’m after something to use as a beam boat with a balance between survivability and dps. Like the Arkif, just less squishy.
Any suggestions and why?

The Morrigu and Kholihr are also very solid warbirds.
If you really want a big beamer that isn't the Scimitar.. I guess there's the Tebok.
All of these suggestions are great ships on their own, and they also come with very useful traits/consoles you'll be able to use on any your characters.

I've actually never gotten around to acquiring the Kholhr Temporal Warbird, but I have been planning to grab that ship as soon as they hold another discount sale for ships, so time will tell!
That's one of the things I like about this game though.. there really is not universally accepted 'best ship' in just about any category. There are ships that have higher DPS potential, they're tougher, they have a more optimized layout for a certain build.. something like that.. but they aren't always the 'best' for everyone. When someone asks for the best ship, it's always a call for peoples opinions which is a point in favor of Star Trek Online because it shows that there is a real diversity in available ships.
For my personal tastes, I still get the most damage out of the T6 Scimitar line.. they're just monster ships. They can be a bit of a pain to fly though because of that horrendous inertia rating. If I don't fly the Scimitar, then my Romulans are usually in either the Morrigu, Vastam, or the Tebok.
Performance wise.. with Cannons the Scimitar is the best for me and for beams the Tebok is the king. If I just want the coolest looking ship, I go back and forth between the Morrigu and the Vastam. They're both beautiful ships and they're also both very very good performers.

The Morrigu sounds like the best bet.. it has a trait you almost need and it really fits the description of what the OP is after.
There is just no way to go wrong picking the Morrigu.
The trait is good, but for me the sluggishness keeps me from using that Bird.
It's not at the level of a flying brick but close enough to need some tricks to compensate.
Maybe it is me, but i like my ships nimble and with plenty of science options.

It's not that the Morrigu_Heavy_Warbird cannot be made to work, but for my play style it makes my skin crawl that it is necessary to adjust a build for that.

I like to take this bird out from time to time. Not expecting anything spectacular or even mediocre from it, but it is like taking a non legendary galaxy into Advanced content.
Won't recommend the T6 D'D unless you're really confident in your skills to make that fat lady dance.

We recommended a ship with a base turn rate of 14.
You said it was 'too sluggish' and recommended instead, a ship with a base turn rate of 11.
You even threw out another recommendation for the D'Khellra which has a turn rate of 5.
How is the gear we're using relevant? We're going on base stats and outside of the Jaeih your recommendations make no sense based on why you're recommending them. If you don't like the Morrigu, cool.. not everything works for everyone and that's perfectly fine. But saying the reason is it's turn rate makes no sense when it's actually better then the ship you're recommending as an alternative.
Gear has nothing to do with it.
Now I'm not sure it is much less squishy than the Ar'kif, but if you were using the retrofit and haven't made it a T5U, then anything T6 will be less squishy, so it may be just a matter of getting a ship that scales properly to 65. On the other hand, if you have made it T5u, then the Morrigu isn't much stronger, and you might have trouble with it.
There are some tougher warbirds to look at, like the Aelahl, Deleth, D'Khellra, or the command or miracle worker birds. Personally, I find the MW birds hideously ugly, but the rest look fairly good as Romulan ships go. I wouldn't recommend the D'Khellra without one of the lower tier versions for a second part of the set, because it turns like a slug otherwise, but it can be built to be an extremely tough ship with one of the highest base hulls in the game.
If the trait is the deciding factor then Morrigu is the way to go, but otherwise from my perspective it is neither bread nor butter.
It's like a Romulan raptor, neither the agility of the escort nor the bulk of a full fledged cruiser.
It's up to the OP to decide, but not everyone views the Morrigu through colored glasses.
I think it maneuvers just fine, but if you must slap a conductive RCS Accelerator with [ResA/B] in an engineering slot. if you have access to the veteran reward, the veteran heavy destroyer is pretty kick butt
