Doffs not awarded when turning level 11 (Romulan)

As requested by support in their message, here's the bug report regarding not receiving Doffs when turning level 11.
Right now in the process of leveling a Romulan alt, upon turning 11 I got access to the doff missions, but the initial doff cadre supporting that feature was not received.
