Robbing players of dilithium because they want to experiment with a new build or just tweak it? That's absurd, even before remembering how the game unequips stuff for no reason sometimes, or force equips because you forgot to uncheck some box. That would kill the game overnight.
Like I said it would not be popular at first but STO would not be the first game to do that. And I don’t think it would kill anything if it was a reasonable (cheap) tax. There needs to be a good dil sink in the game and there is not one that is always on and always sucking out dil from the economy to balance it. Just look at the exchange since the phoenix boxes went permanent, prices are going down because supply went down. If not a tax to change your build then a common tax on something else and geared more for end game players.

That is not a tax, its simply robbery. Taxes are people letting the government take their money by force to pay for services that ostensibly benefit the public at large. Courts, police, roads, and other poorly managed but public apparatus that the taxpayer wants to have available should they need it. Taxpayers also have the right to demand corruption and waste be punished.
What you're proposing again, is not a tax. None of the stolen dilithium would be used for anything, it is simply tossed into an incinerator. It would also unfairly punish lower level, newer players disproportionately who are swapping their gear far more often, especially if they are switching ships more often. Established players, by contrast, may not be swapping builds at all once they find what they like and what works for them.
It also penalizes exploring different aspects of the game. Want to try a science ship? Pay a "tax." Want to put that gear back on your cruiser? Pay a "tax." Want to see if that new lockbox console works for your build? Pay a "tax." You like the old console better? Pay a "tax." Need that new trait from that new ship you just paid for? Pay a "tax." Now you want to fly your old ship again, reequipping it? Yep, pay a "tax."

Honestly? This is just a horrible idea. Cryptic wants to sell us zen which we use to buy ships, weapons and other types of gear that we then swap out quite frequently. Your idea is a really good way to get people to stop buying anything and kill the game overnight.
When you see "TRIBBLE" in my posts, it's because I manually typed "TRIBBLE" and censored myself.
So if you swap to a new ship you then have to pay a dil fee if the game auto slots gear and again if that wasn't the setup you wanted for it and have to shuffle things about?
They're way too focussed on ships=content to put a barrier like that into place.
And rates didn't really go down with the swap to perma-phonenix, it just prevented the exchange from capping out and stagnating entirely. It was a finger in the TRIBBLE.

exactly, our fleet is practically complete. (and we are a two-man fleet)
There's nothing left to do but equip my last 10 Chars.
But remember, I can only play one char with one ship at a time! (and i have many Ships)
