Bug: Unable to train bridge officers in any episode awarded Training Manual

I was referred to this forum by GM Rythum
I'll go over the basics to confirm what I've already checked.
Item: Training Manual - science - destabilizing Resonance Beam i, ii, and iii
I have discarded and remade these training manuals multiple times (in the event it might have been a bugged item).
Account: 52 characters
Captain 1 (main character) Level 65. Fed Alien Female,
Skill manual is in inventory.
Bridge Officer is fully promoted to commander.
Expertise requirements to use the training manual verified. (over 33 million expertise on the character)
Bridge Officers attempted with the are as follows:
Hologram Leonard "Bones" McCoy
Hologram Quark
Hologram Spock
Hologram Weyoun
Nelen Exil (Voth Male) - only rank I can be tested on this Boff as prior to this bug he'd been trained in Rank ii, & iii
Jem'Hadar Vanguard male (Science)
Human Science Officer Candidate - blue rarity (purchased from the exchange specifically for this bug report)
Results:
in all cases the skill shows up on under the Bridge Officers (Boff) "Skills" tap with the highlighted "Learn" button.
the "Use Training Manual" confirmation box appears when the "Learn" button is clicked.
"OK" is clicked - the training manual is not consumed, the skill is not learned by the Boff.
For this specific test:
created manual at SF Academy - attempted with above named boffs, same results.
Zoned to Earth Space Dock - attempted with above named boffs, same results.
Zoned to Sol System - attempted with above named boffs, same results.
Logged out and onto a different computer - attempted with above named boffs, same result
Captain 2 (alt) Level 65 KDF Klingon Female (31k expertise, still enough for this test)
specifically run through Blood of the Ancients to get the ability to craft these training manuals, for this test.
Boffs checked:
Jem'Hadar Vanguard male (science) - using manuals awarded from mission - same results.
This appears to a bug specific to my account, I've asked other folks in our armada to check on this, and they have reported being able to train this specific Training Manual with the same Bridge Officers.
possible issues: I have a lot of boffs on my main (~48) many of which are trained in every possible skill (~6 in every skill. and several most that have all specialist skill for space or ground)
This bug didn't always exist for me, I used to be able to train this skill just fine, but I've had it now for close to a year, and I'd really like to complete the above mentioned Bridge Officers (except the one bought specifically for this test.. they got dismissed >.< )

Destabilizing Resonance Beam I, II, and III are used for the example.
Last I checked it applies to the other 2 profession specific episode awarded training manuals as well. It does not apply to specialist training - but those are also delayed, they do not appear to train, but on logging out and back into the character, the specialist does appear on the bridge officer eventually (it still took 2 days of attempting to train 1 Embassy Romulan Bridge Officer in the Pilot Specialization for it to finally appear on that Boff).
Glad to hear I'm not the only one effected by this.
My Rom used to be able to train DRB, btw; and then, one day, it suddenly proved impossible. What can be done to get a Dev to fix this? People have supplied detailed reports, including the toon it occurs on, what boff they're trying to train, etc. But the result is invariably the same: it gets summarily ignored.
It has not been continually ignored, it is a hard issue for the Cryptic QA team to replicate the conditions causing the bug in the first place. It will be nice when it is fixed for those who have this problem.
In the other thread about DRB, I told them specifically on what toon it happens, named a boff, and pointed them to my skillbooks, so they could test. Others have done the same thing. So, I'm not sure how more 'replicable' you were looking for.
Considering this bug has been around since like December 2018 and acknowledged by Cryptic Developer chrian one would think it would have been fixed by now. Since it hasn't been fixed as of yet, one can assume it's not being worked on.
