Unable to use some Starfleet Uniforms on Federation-Aligned Romulans

I have one Romulan Tactical Character that is level 21, that is capable of using Starfleet Jupiter 3 uniforms as well as majority of Starfleet ones

My other Romulan Tactical Character, level 22, is not capable of using any Starfleet uniform except for the Picard ones

Both of them are aligned with the Federation. The level 21 one is a regular Romulan Male, the level 22 one is a Liberated Borg Romulan Female.

    I think it might be an issue with Liberated Borg Romulans; (Possibly also remans? Veril can't) I'm having the same issue with mine; I can not wear the Discovery Terran uniform I purchased on my captain (But many starfleet Boffs can). I can equip some bits (like the hip-layer) but the major uniform parts are a no-go.
