Fleet Dilithium Vouchers not Counted Toward Project

I've already filed a bug with support, but I'm posted here as well for visibility.
Whenever I contribute Dilithium to a fleet project using Fleet Dilithium Vouchers, the value is not counted toward the project. The dilithium meter in the project does not change.
It does, however, award me the proper amount of fleet credit.
Additional information that may or may not be relevant:

- Federation character of the original STO variety (meaning not TOS or DSC)
- The projects I tried to contribute to are Colony projects
- I also have regular dilithium in addition to the vouchers
- This issue is not new to Legacy, it existed at least since Awakening

What happens if you for example go to small craft bridge (or leave it or go to / leave a ground map for example) - does it update then?
Also what happens if you donate some amount of provision to the coffer or project (if possible ofc) or make any other type of donation?
