    Personally, I find you'll just get better mileage out of a Beam Overload(or Cannons Rapid Fire) build.

    SS3 hits for 220% at 32%+ crit chance; BO3 hits for 400% damage(and scales more absurdly when you buff/crit).

    Even with the niche situation where you have a Cmdr Intel Eng seat for SS3, just having a LtCmdr Tac will give you access to BO3. I did a lot of field testing with SS3/OSS in a DBB Eclipse back in the day, and it was kind of dubious even back then. Now that Beam Overload effects all Beams, it really isn't a contest. The nicest thing I can say is that the accuracy of SS can be nice in some niche scenarios. The worse your gear, the better it will feel.

    If you really want to slot something into your higher end Intel seating, I'd suggest looking into Ionic Turbulence. The travel time kind of sucks, but the AoE -45 resist and 20% snare will let you chew through stuff even faster(and you can combo it with other anomolies, like Gravity Well).

    Surgical Strikes once had some real viability but it was inexplicably nerfed into the ground back in 2015 and now is all but completely forgotten. If you were to use it, Rank III is the only one that's even close to consideration but even that pales in comparison to Scatter Volley at Rank 3 which is also a commander ability. If you're running a Beam Build, you're going to get far better results slotting something like Attack Pattern Beta III and then using your Lt. Commander slot for Fire At Will or Overload.

    Surgical Strikes is pretty much never worth using.. ever. I did the same tests in my Eclipse because I really dig the Fleet Eclipse and was looking to do something 'different' so I went with SS. The only 'difference' was drastically lowered effectiveness.

    Surgical Strikes flat out sucks.

    I'd say SS could conceivably work on a ship where you have a commander intel slot but only an LT tactical so you can run TS2 and tac team in the LT. It would also help if you want to mix cannons and beams for some reason and again lack enough tac slots.

    Why you want to do either of those things is another question, but that would potentially be the niches that SS can help fill.

    Surgical Strikes got nerfed to death, when certain very loud ppl of the PvP community cried foul, and Bort, totally on his own accord (ahem), decided to kill it, along with all other viable Intel skills. Tl;dr: you'll get as much from it as any single-target attack, like BO, when your build supplies sufficient haste.

    I had an idea for it but either if it was intentional nerfing or not I think it is still viable its just that it needs to be combined with dual cannons and weapon haste to make it where dual cannons are an option over all the other things so they can be useful where in most cases DHC's and beams overshadow them. The problem I am running into with the idea though is where you have the right weapon layout and the boff station layout to make this idea work out. Since I mostly play KDF its kinda hard to find something that I can do this with. Off the top of my head I think theres one lockbox ship that I obviously don't have or ever wanted that meets that and then one of the cardassian ships. However it would be great if they created a new bop that is an intel bop that can utilize this and some kind of federation based equivalent(and or romulan or jem hadar). Also over the years Bort doesn't ever nerf anything unless there is some huge unbalancing that occurs which I have a character that is just a collection of those kind of things but I do not ever abuse it(its mostly just used to carry teams of players after I keep getting failed tfos) also certain ground tfos kinda need people to have one like this because they can be so brutal to a new player like miner instabilities. Anyways my point to all of this is just because something gets nerfed from a previous way its been used doesn't mean its not usable at all you just have to figure out how can it be used where it is still good.
