Why make announcements? Why Advertise software thats Not there?
This is still a Retail based transaction. And is Subject to a Law suit for
False Advertising.
You have a product. You announced a release date. And you welshed on your end of the bargain.
False Advertising is False Advertising.
Do your bloody jobs. Or Sell to a company that can.

This is not a bug and their problem bringing "The Breach" event to consoles is basically covered by the EULA/ToS, section 25 looks good to me, but then I'm not an expert.
They have announced a while ago it would go live on Tuesday 21st; on the 21st, they announced a delay until Thursday 23rd.
It's not like we've been kept in the dark about this - there is likely some unforeseen issue that prevented the event going live on Tuesday 21st, and that's fine whether they informed us or not because we agreed to the EULA/ToS.
So, relax, go for a walk and maybe eat some ice-cream or cake or some jammie dodgers - the event is coming, just a little later than they originally planned.
