Just saw an Earl Grey Emote greyed out in the Emote list. With the Anniversary and Picard coming out next month, then it is likely that this emote will be unlocked either through some Picard promotional event or the Anniversary. However, there is still the Dance (Groove) and Poker emotes that we still do not know how to get. Dance (Disco), Evil Plans, Organian Greeting, and Ta-Dah! are all available through the infamous Loot Crate promotion. One of the remaining Star Trek Loot Crates has been released, but it hasn't been revealed what Loot Crate Exclusive Emote it has.
The Star Trek Mission Crates are a promotion by Loot Crate where a bunch of Star Trek items like Combadges, Figures, Ship Models, etc are shipped to the Subscriber. These crates include a Star Trek Online Code which provided the Federation Starter Pack, Klingon Starter Pack, Appearance Pack, and Discovery Pack in different crates with a Loot Crate exclusive emote included in each Pack. The only way to get these emotes is being subscribed to Loot Crate, know someone who bought the crate and doesn't play STO, or buying it from Ebay. The Appearance Pack includes the Talaxian outfit, Formal Dress outfit, Intelligence Uniform, and 4 Outfit slots. The Discovery Pack is the Age of Discovery Starter Pack, Elite Services Starter Pack, and the 2 Discovery Bridge Officers. The Star Trek Mission Crates had numerous delays and problems with the main supplier. The Crate just being shipped out is for July 2018.

The Disco Officers are the Cyborg Miracle Worker (Daft Punk) Bridge Officer and Klingon Miracle Worker (T'Kuvma's crew) Bridge Officer and their uniforms for your Captain and other Bridge Officers.
Just found out that the Poker emote is a Loot Crate exclusive and heard that the Earl Grey emote is as well. The Poker emote has your character look at their hand of cards.

Problem is... Loot Crate isn't exactly working out anymore so... wonder if they will eventually just end up in the Phoenix Box, Mudd Store, or just straight C-Store. I vote C-Store, but will accept Phoenix Box.

Only 6 boxes have been released and anyone that has remaining Star Trek crates or wants to continue their subscription are moved to Loot Crate Science Fiction. Loot Crate went bankrupt, but bought out by another company. There is no knowing how long Loot Crate will last for, but they seem to be in better shape than a few months ago. However, if Loot Crate gives up its exclusivity deal with Cryptic, then it will end up in the Mudd Store.
The last crate before the bankruptcy was January 2019 with the Appearance Pack and Ta-Dah! emote. The Organian Greeting emote was released by some Loot Crate promotion sometime in November 2017 and the Disco Dance was part of the first Star Trek crate where the deadline for that crate was 2 days before the Loot Crate dev blog in January 2018. There might be one more Loot Crate emote, but I saw Unbox videos that didn't have a STO Code for the last crate.
Upon further inspection, the 10th Anniversary Omega Event dev blog seems to be missing the Poker emote. Not sure if that is a typo or if it won't be available to everyone.
