Assignment chain: Tal Shiar Infiltration [QoL Improvement]

Filling out my Assignment chains, and I came across Assignment chain: Tal Shiar Infiltration which requires Tal Shiar Command Code. Because these only come from [Tal Shiar Lock Box] and there are only a few of them on the Exchange for 1m a pop. I think it would be a good idea to add them in as a reward for completing the Romulan Republic Tour of Duty in addition to the Romulan Republic Universal Tech Upgrades

Other perk rewards for Tour of Duty could also be added like.

• 2 Component - PADD - Personal Access Display Device for the United Federation of Planets after you make out on the EXP (which I have done across all my toons)
• 1 Major Tecnhology Boost (2x technology points) and 1 Major Research Boost (2x quality improvement chance) for the Klingon Empire
• 5-10 Lobi Crystal for the Ferengi Trade Alliance

This should not impact the exchange too much as it takes anywhere from 10+ to grind out one perk.
