  Looks good but there is room for optimization if you're willing to spend some ressources.
  This is off the top of my head and I'm sure there are better options but here are my quick thoughts:
  Ditch one of the DHCs for the radiant DHC to get the 2pc. Ditch another DHC and the AP-Trop to make room for the thoron infused DHC and the Neutronic torp and if you're in the mood replace the Probe array with the Bio-Neural Gel Pack to get the full 3pc from the delta set going. Also if you have access to it I'd recommend the Matter Conversion DHC, it's pretty neat.
  
  As for the ships traits I'd replace Tactical Retreat and Advanced Firing Solutions with Withering Barrage extension trait from the T6 Defiant/B'rel and Entwined Tactical Matrices from the Gararin/Qugh. Also while Best Defense isn't bad I'd kick it in favor of Honored Dead or History Will Remember.
  
  Boffs look solid but with the changes above in mind I'd run:
  
  cmdr tac: KLW1, APB1, TS3, CSV3
  lt.cmdr eng: ET1, Aux2Sif 1, EPTW3
  lt. tac: TT1, dunno yet
  lt. sci/intel: HE1, OSS2
  lt. uni: ST1, TSS2
