Missing Duty Officers

in PC Gameplay Bug Reports
I started a new romulan character, got to level 11 but didn't get awarded duty officers. The duty officer system is available, but no officers. Any ideas?

    Have you done the Promotion mission? Also, have you picked a faction to ally with as well?
    Where there is a Will, there is a Way.

    Yeah. It resolved itself once I chose an ally.
