Bridge Officer unable to learn new ability

in PC Gameplay Bug Reports
I created a copy of Destabilizing Resonance Beam III for my science Vanguard JH boff and when i click "Learn" nothing happens. I have him promoted all the way to Commander and have plenty of XP to do this. Anyone else having this issue?

    Yes! Only mine is DRB I. Same exact issue. Did you get this resolved?
