When at the Klingon Academy, the captain must beam to the First City Transporter room then from there to the Shipyard's Transporter Pad.
However, I have noticed a split with my KDF characters regarding the reverse.
My two most established KDF Captains have the option to beam directly to the Academy from the Shipyard. However, this option is NOT available to the other KDFs... they must first beam to the First City Pad and then from there to the Academy,
I was wondering if there was a backstory element that could be fulfilled with the Lethian who mentions the last Transporter Officer was executed for incompetence of if this is the product of maybe the first two Captains undergoing the initial tutorial whereas the others have not.
Any ideas about what is going on/how to fix this for the other Captains?
What you're describing is the difference between behaviors for Klingon faction (and Klingon-allied Jem'Hadar) and Klingon-allied Romulans. Klingons (and Jem'Hadar) can do the early Klingon-specific missions. Among them is The Hunt Is On, which unlocks the lower two destinations in the Shipyard transporter menu, while Klingon-allied Romulans cannot play those, so they never get them unlocked.
If the characters that don't have all of the destinations unlocked are actual Klingon faction, or allied Jem'Hadar, check to see if you have completed The Hunt Is On on them.
I really wish that they would make the change for Klingon-allied Romulans so that they were flagged as having those destinations unlocked, similar to how they flagged Federation-allied Romulans so that they no longer get the hail about docking procedure every time they enter Sol.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.

The incompetence quote is a reference to a bug there once was that would randomly put you in the wrong place when beaming to the shipyard or First City.
When they fixxed the bug they replaced the transporter NPC and made the new one say the old one was executed for incompetence.

Don't think some melee strikes weren't initiated to see if that had something to do with activating some inside joke!
