Unable to claim Gamma ship on any characters

I have unlocked lvl 6 Mastery on the JH Vanguard Warship & Carrier. I am unable to claim them on any toon, regardless of level. I have completed the tutorial, as per patch note requirements. I have room for them in my ship list. I can free-purchase the ship box out of C-store/acquire ship vendor into my inventory. Opening the box gives ' you do not meet requirements for this item'. The problem is consistent across multiple toons & factions.
Edit: I can claim other ships (cardie dread) on my junior toons, but not any JH ships.
